The Underworld consists of an incredible variety of individuals and organisations, everything from a single smuggler to a fleet of pirates to a sprawling criminal empire which spreads throughout whole sectors of space. The vast majority of criminal activity falls under the aegis of the Underworld, which is a generic term for either criminality in general, or the desperate necessity forced upon those living under the heel of the Galactic Empire.
The two most significant exceptions are the Hutt Cartels, whose rule of the region known as Hutt Space is not dissimilar to the control that the Empire holds over the Core Worlds. Similarly, while the Underworld works almost exclusively along the Outer Rim, one criminal organisation almost completely dominates the Core Worlds: the dreaded Black Sun Syndicate. Otherwise, non-aligned individuals and organisations are otherwise assumed to be a part of the generic ‘underworld’, which operates throughout the galaxy. Professions such as information brokers, data spikers, con artists, most mercenaries, thieves, and assassins are all usually categorised as such.
